There is no specific dress code for this package, though smart casual is the minimum requirement.
Guests are indeed allowed to wear a sharp suit, or a glamourous dress for example. However, you will need to bear the weather in mind when choosing what you and your guests are going to wear on the day.
The racecourse does encourage you to be ‘dressed to feel your best’, and do note that fancy dress is NOT allowed.
